 Bill Jones called the meeting to order at 2:00 p.m. with the Pledge of Allegiance.      




The minutes of May 9, 2016 were approved on a Myers/Gutshall motion. The motion carried. 

The May 31, 2016 bank balances were as follows: Checking $8,551.17, Savings $8,199.76 and Regional Code MMA $183,086.23.  West Pennsboro Township earned $1,021.20 for UCC building permit administration in May and the WCCOG earned $255.30 for the same period.  The May Treasurer's Report and the June Bill List of $25,543.22 were approved and authorized on a Kelso/Myers motion which carried.


Jared Cottrill had no updates from the 193rd District.

Rachel Shambaugh mentioned that Steve Bloom is still pushing his recycling legislation.  Steve also feels that the passing of the State budget looks a little more promising this year.

Vince DiFilippo reviewed the Cumberland County Packet.  He mentioned that there should be an update on the regionalization network public transit network very soon. 

Cumberland County sent a letter to the PA Legislators as well as the Governor to encourage them to pass a budget promptly this year.  The County's human services are greatly affected by any delays.

The County's fiscal year budget was adopted on June 6th and the calendar year budget will be adopted shortly.

The County issued a request for a recycling center to be housed somewhere in Cumberland County. 

Mary Kuna mentioned that CAEDC updated its website (www.cumberlandbusiness.com) to include business events in addition to tourism events.  CAEDC continues to work with the Carlisle Airport on a DCED multi-modal transportation grant.  She mentioned if anyone else is interested in this type of grant, the application deadline is July 31st.


Big Spring School District
- Vonda Kelso mentioned that 2016-2017 budget for $48.3 million has been adopted.  The stadium renovations are coming along nicely.  Mount Rock Elementary parking lot will be repaved this summer.  Newville Borough approved the Penn DOT grant.  Surrounding municipalities should be seeing the agreement very soon.

Cooke Township - Bill Jones said that the Township has been mowing, trimming trees, and weed wacking along all of its roads as well as patching potholes where necessary.

Dickinson Township - Larry Barrick mentioned that the Township is in full swing with its 2016 road projects.  Green Mountain Road has been completed.  The eastern end of Alexander Spring Road is also in the process of being reconstructed.  The Township has applied for the Dirt and Gravel Grant for Cold Springs Road.  If funding is received, the Township would like to add and/or replace 38 culvert pipes and add six inches of fill.

Lower Frankford Township - Karen Heishman said that the Township has been mowing and trimming trees along all of its roads.

Mount Holly Borough - Pam Still reported that the Borough's streetscape conceptual plan passed unanimously.  A new website is soon ready to be launched.  New banners, funded by The Greater Harrisburg Realtors, will be on display shortly throughout the town.  The Borough received two benches from Ahold's “bags to benches” program for its Veteran's Park.  They plan to pave two streets yet this year. 

North Newton Township - Mike Gutshall said that the Township has been mowing along all of its roads.  They have been sealing cracks and cold patching where necessary.  Bulls Head Road will be closed beginning next Monday, June 20th until the end of September while the bridge is replaced.

Shippensburg Township - Marc Rideout said the Township totally redid Britton Road including a new concrete base, a new base paved layer, and a new fine paved layer.  They are in the process of buying and installing some new playground equipment.  The Township is also involved in a conditional use plan along I-81where the old Shippensburg dump used to be.  Developers would like to build a warehouse at this location.

West Pennsboro Township - Wayne Myers reported that the Township has been working on the new pavilion and second bathroom facility.   They have been doing some storm drain replacement.  The first round of mowing is complete, but the second round will soon begin.  The plan for the new Dollar General on Newville Road is moving forward.  Another warehouse is being considered at the current Carriage Haus location. 


Bill mentioned that LTAP traffic signs/c2 has been cancelled.  LTAP offers two similar classes.  Please get back to Karen as soon as possible if your municipality is interested in either one.

Karen announced that there will be a UCC Appeals Hearing on July 14th at 4PM at the Lower Frankford Township office for a warehouse that is proposed in Dickinson Township.  Scheduling the hearing was very difficult this time again.  Please check to see if you have anyone in your municipality that could serve on the appeals board as an alternate.

The meeting was adjourned at 2:25 p.m. on a Jones/Myers motion which passed.
