Minutes of April 11, 2016

 Wayne Myers called the meeting to order at 2:00 p.m. with the Pledge of Allegiance.

APPROVAL OF MINUTES
The minutes of March 14, 2016 were approved on a Martin/Barrick motion. The motion carried. 
 
ADMINISTRATOR'S REPORT
The March 31, 2016 bank balances were as follows: Checking $6,609.89, Savings $8,199.76 and Regional Code MMA $88,486.34.  West Pennsboro Township earned $1,617.00 for UCC building permit administration in March and the WCCOG earned $404.25 for the same period.  The March Treasurer's Report and the April Bill List of $13,829.63 were approved and authorized on a Martin/Plasterer motion which carried.
 
A copy of the 2015 audit report was presented.  The report was approved by a Barrick/Bachman motion which carried.
 
COUNTY & STATE REPORTS
Steve Hoffman reviewed the Cumberland County Packet.  He encouraged the municipalities to adopt a resolution for the State to amend the Covered Devices Recycling Act of 2010.  There is currently no place for a Cumberland County Resident to recycle TVs.
 
The West Nile Virus Control Program's mosquito surveillance is up and running for the 2016 season.  The best prevention is to identify and eliminate stagnant water.  Gary Martin asked for the best way to prevent old tires from collecting water in them as many township farmers utilize tires for their silage pits.  Steve recommended poking holes in the tires to allow the water to escape.
 
Mary Kuna reported CAEDC's annual report for 2015 has now been released. All of the Act 13 grant programs have now opened on DCED's website and they are accepting applications.  Flood Mitigation is one of the grants that is available now with only a 15% match. 
 
SOLICITOR'S REPORT
Marcus McKnight mentioned that the steering committee will be meeting on May 9th after the regular WCCOG meeting.  The committee will review West Pennsboro Township's re-zoning request and make recommendations.  Hubert Gilroy will give a brief presentation on behalf of West Pennsboro Township during the meeting.
 
MUNICIPAL REPORTS
Dickinson Township - Larry Barrick reported the Township has approved the 2016 road projects and contracts have been signed.  Pre-construction meeting has been planned for next week.  They are working with the Cumberland County Conservation District in an attempt to get a dirt and gravel grant for Cold Springs Road.  The Township is still looking for a zoning officer and one road crew worker. 
Lower Frankford Township - Dave Bachman said that the Township had a concrete picnic table at Opossum Lake totally destroyed.  They continue to remove dirt and widen Wildwood Road.  They put the docks in at Opossum Lake which was stocked for the second time today.  The Township has performed spring maintenance on most of its equipment. Representative Steve Bloom attended the last Board meeting to listen to the residents' concerns about a local farmer spreading “food processing residual waste” and the terrible odor that it is emitting.  Virginia and Maryland have already passed legislation to stop winter spreading of this material, Pennsylvania needs to look into doing this also.
Newville Borough - Mike Fry mentioned the Borough has completed its spring street sweeping.  They passed the covered devices resolution.  They are preparing the playground for summer use.  On April 21st at 7PM, there will be a drug and alcohol abuse panel hosted by Kiwanis and held at the First Presbyterian Church.
North Newton Township - Mike Gutshall said that the Township has been removing the plows and spreaders from the equipment.  They have been sweeping the intersections as well as North Newton Hills and Park Circle and sealing cracks in the roads.  They continue to replace signs and clean up downed trees throughout the Township.  The Township has advertised for bids for sealing the roads in North Newton Hills and Park Circle.  The next meeting concerning the proposed pig farm will be on April 19th.
Penn Township - Gary Martin mentioned the Township is pursuing a dirt and gravel grant to repair some culverts. The last public hearing concerning the plans for Route 233 will be held on Thursday, April 14th.  Shippensburg Borough - Kevin Plasterer mentioned that he had some storm drains flushed out.  The Borough has repaired some pot holes and begun sweeping the streets.  They plan to do a compost site upgrade that would make it more resident friendly.  Included would be automatic gates and swipe card access.
West Pennsboro Township - Wayne Myers reported that the Township has been sweeping the streets.  They plan to pave the parking lot at the Township Park.  They are installing a sewer line lateral at the fire house.
 
OLD BUSINESS
Karen reminded everyone to register for LTAP classes and that the very first class has been rescheduled for Tuesday, May 3rd from 8:00 AM to 11:30AM.
 
NEW BUSINESS
Wayne Myers reported the line painting bid results.  Alpha Space was the low bidder.  Gary Martin made a motion to award the line painting to Alpha Space, second by Mike Gutshall and the motion carried.
 
The meeting was adjourned at 2:25 p.m. on a Barrick/Martin motion which passed.
